FIPAG Northern Region is a public water asset operator.
FIPAG has been legally established by Decree 73/98 of 23 of December 1998 by the Council of Ministers of the Mozambican Government as a Public Entity to act as an investment and asset holding organization.
Accordingly, it is entrusted to FIPAG the assets relating to water supply systems, in order to:
• promote the autonomous, efficient and cost effective management;
• ensure the expansion and continuity of service, through management and implementation of the corresponding investment
FIPAG MANDATE:
a) Investment management
⎫ Prepare investment plans;
⎫ Carry out and supervise implementation of investment plans;
⎫ Manage funds as per the Compact.
b) Assets management
⎫ Carry out water intake, distribution and supply assets inventory;
⎫ Make water assets available to private sector operators while ensuring they are used appropriately;
⎫ Carry out depreciation and amortization of water assets
c)Water services provision
⎫ Enter into contractual agreements with private sector water services providers;
⎫ Ensure maintenance plans and water quality standards are adhered to;
⎫ Manage all business issues (labour issues, pensions) dating back to prior to private sector involvement in water services provision
