The D2D Project Management project is one of the 10 child-projects of the Akvo Data to Decision project.
Akvo's project management activities in the Data to Decision project focus on
* the management of the project,
* ensuring strong coordination between the different activities around the world,
* coordination with other DGIS activities on WASH and related topics and
* reporting of the activities, publicly and to DGIS.

The D2D Outreach and dissemination project is one of the 10 child-projects of the Akvo Data to Decision project.
Akvo's outreach and dissemination activities in the Data to Decision project focus on:
* Learning: workshops and learning between partners: work closely with its partner network to promote knowledge sharing
and learning.
* Supporting CSO's - evidence: further develop and implement its services in evidence-based lobbying and
advocacy.
* National WASH portals: building capacity around best practices and sharing examples and best practices from one region
with other regions.
* Open data standards: To build capacity with partners on open data, promote organisations to share their data openly and support reporting in line with IATI.
* Communication, outreach and media: To work closely with our partner network to promote knowledge sharing and learning.

The D2D Sustaining and scaling - Americas hub project is one of the 10 child-projects of the Akvo Data to Decision project.
Akvo supports a vast network of partners across East and West Africa, South and South East Asia, South America and the Pacific. Building on our experience in the WASH sector, we have commenced work across a range of new sectors, including sustainable agriculture, disaster response and climate change adaptation. The rapid expansion into new countries and sectors has delivered valuable lessons for improving our approach further. However, it takes time and resources to establish new partnerships and leverage the opportunities we are presented with.
The D2D activities of Akvo's Americas hub (offices in the USA) will focus on expanding our services in these countries to ensure we are reaching global coverage. This includes:
* Working with partners to capture data that is aligned with global and regional standards. At the global level this will focus on the Sustainable Development Goals and at the regional level this will focus on SIASAR, the regional information system for rural
water and sanitation.
* Acting as a core partner within the Lazos de Aqua 2 project to implement the use of Akvo Flow, Akvo RSR and Akvo Lumen as well are providing M&E support including activities around moving from data to decision-making.
* Strengthening our network in the USA.

The D2D activities of Akvo's South Asia hub (offices in India and Nepal) will focus on two countries, Bangladesh and Nepal:
* In Bangladesh, Akvo will focus on capacity building with NGOs and governments to help Bangladesh achieve the SDGs, especially SDG6 on WASH. Akvo will promote and support establishing a comprehensive dataset of water sources and mapping vulnerabilities. Focus will be on cities, small towns, school WASH and menstrual hygiene management.
* In Nepal, similar to in Bangladesh, Akvo will focus on capacity building with NGOs and governments to help Nepal achieve the SDGs, focusing on water quality in the Terai region; water availability in the mountainous regions and WASH services in cities and in schools.

* Climate change and resilience: strengthening and expanding partnerships to address climate change and resilience issues, including ensuring up-to-date data to deal with natural disasters in Pacific island states.

* Integrated water and resource management: build local capacity to monitor IWRM.
* Water and food security: improving availability and quality of data to improve water management, food security, and support growth and job creation in rural areas, contributing to the Sustainable Development Goals."

Mobilising Data for Sustainable Development
The D2D Akvo Software tools is one of the 10 child-projects of the Akvo Data to Decision project.
Akvo is promoting a sustainable, collaborative approach to solving development issues. We work hard to ensure our systems are being maintained, continuously improved and become well supported and embedded within partner organisations, leading to greater long-term benefits and high levels of sustainability. Over recent years, we have further improved existing and developed new open source tools that we will use in this program to support partners and national governments, to monitor and provide WASH services sustainably at scale.
Continuous maintenance and development of software is costly, and by sharing investment and improvements openly amongst our global partner network, we are able to sustainably provide services to our partners for a low fee. We believe this is vital, because our partners depend on this infrastructure and should be confident that the long-term investments to maintain and continuously improve the systems are secured.
Within the D2D Akvo Software tools project, we will focus on further developing and professionalising our set of tools, consisting of:
* Akvo Flow
* Akvo Caddisfly
* Akvo Lumen
* Akvo RSR
* Akvopedia
With a specific focus on ensuring we connect our tools best to our partners and build capacity to make best use of the tools.
A1. To decrease the loading time of surveys with over 100 questions by at least 50%.
B1. To extend the array of chemical and biological tests Caddisfly offers.
B2. To enhance outreach of Akvo hubs to regional partners on Caddisfly by providing support from the AMS Caddisfly team for deployment of Caddisfly in regional programs .

Mobilising Data for Sustainable Development
The D2D Akvo Partner Services is one of the 10 child-projects of the Akvo Data to Decision project.
There is a pressing need for data and evidence to enable better monitoring and evaluation of development results. Understanding project processes and assessing project deliverables helps organisations, governments and other stakeholders learn and increase their accountability, effectiveness and efficiency. Many organisations and governments involved in international development however do not have the resources and capacity needed to design representative data collection schemes, or clean, analyse and use data associated with their work. Further, data is often collected using inconsistent methodologies and located in fragmented sources, which do not integrate well with existing government systems. A lot of data is being collected, but often not used. As a result, learning from data has become a low priority and there is a growing feeling of data fatigue across the international development sector.
To address these issues, Akvo offers services in close connection to its tools. The D2D Akvo Partner Services project consists of the following elements:
* Professionalise combined trainings on tools and services.
* Professionalise and extend the Akvo programme support and helpdesk.
* Further develop and professionalise Planning, Monitoring, Evaluation and Learning (PMEL) services and offer these to our partners.
* Develop and professionalise Data Science services and offer these to our partners.
* To develop a WASH survey library, within the Akvopedia portal.
* To investigate and develop good ways of getting data back to the communities where the data was collected.
A1. To create a stocktake of Akvo training materials and methods across Akvo.
A2. Based on the currently available materials and methods further structure and improve the training materials and methods.
B1. Further professionalise and extend the Akvo support operation.

Mobilising Data for Sustainable Development
"The D2D Partnerships project is one of the 10 child-projects of the Akvo Data to Decision project.
The activities within the D2D Partnerships project focus on maintaining and building new partnerships with national governments in the target countries and UN agencies, CSOs/NGOs and the private sectors that can support the delivery of sustainable WASH services in these countries. With the support of DGIS, Akvo will engage in regional partnerships to improve data sharing and monitoring processes for sustainable development.
Akvo has commenced discussions with the Sanitation and Water for All (SWA) monitoring taskforce, the Global Environmental Management Initiative (GEMI), the Joint Monitoring Programme of UNICEF and WHO, the African Ministers Council on Water (AMCoW), the Urban Water Hub and a number of regional water hubs and initiatives. Akvo’s global presence and network also places it in a unique position to engage further with the private sector and establish new and innovative consortia. Akvo will continue to collaborate, share and contribute to regional and global fora relating to open data and innovation in international development, disseminating the knowledge and expertise gained in its activities."

Mobilising Data for Sustainable Development
Since 2008, DGIS and Akvo have worked in partnership to create innovative solutions and improve knowledge management, transparency, monitoring and data sharing for sustainable development.
As the international community transitions to a new global development framework and an ambitious water, sanitation and hygiene (WASH) agenda, Akvo and DGIS renewed their partnership and will continue to work together to support this transition process in the Data to Decision (D2D) project.
D2D responds to the new “WASH Strategy 2016-2030” of the Netherlands Ministry of Foreign Affairs and focuses on
the transition period (2016-2020) described in the strategy.
The overall objectives of D2D are twofold:
• to support DGIS in its WASH activities; and
• to implement, boost and support other activities to reach the objectives laid down in the WASH Strategy.
D2D focuses on leveraging Akvo’s significant expertiseand partnerships to support DGIS in reaching its WASH policy objectives for sustainable development. This includes a specific focus on supporting knowledge management, monitoring and innovation throughout the current transition period spread under the following set of activity pillars:
• Partnerships;
• Enabling environment: services and tools;
• Sustaining and scaling operations in each of the 5 regional Akvo hubs
• Outreach and dissemination
• Project management
These objectives will be implemented across the DGIS target countries and via Akvo’s hubs in East Africa, West Africa, South Asia, South East Asia and Latin America. D2D started in April 2017 and will continue until December 2020.
This RSR parent project hosts the monitoring framework for the entire project. D2D contains ten child-projects in which the activities on partnerships, services, tools, Akvo’s five regional hubs, outreach and dissemination and project management are outlined and reported in detail.

European Union Emergency Trust Fund for Africa (EUTF)
RSR use for the three windows of the EUTF
Akvo Really Simple Reporting (RSR) is a web-based system that makes it easy for the EUTF to bring its organisational network of global projects online and instantly share progress with all parties involved. The system allows the EUTF to collect, update and store detailed programme and project information and helps to monitor, report and communicate on the fund’s activities.
The implementation of Akvo RSR for the EUTF consists of several phases. First, Akvo RSR is implemented for the EUTF by developing a progamme and project overview page, by providing training at the EUTF headquarters in Brussels and by entering data into RSR. The second phase consists of publishing the RSR data into IATI, which will be done by the EUTF itself.
These phases are supported by progress meetings and online (technical) support. Akvo provides the following types of implementation support to the EUTF:
* Project management: supporting activities for project communication and coordination.
* RSR support: will cover general support to set up RSR and related RSR requests.
* Technical support: covers support for new technical functionality and implementation requests, such as use of the API.
* Training: for the EUTF to effectively start using Akvo RSR. Akvo will facilitate training workshops, either in Belgium or locally, with local partners on the use of Akvo RSR, and using the tool for online reporting.

- transfer relevant lobby & advocacy experience to the country teams
- bring the country teams relevant (governmental) contacts and potential financing entrances as well as potential CSO partners;
- contribute in the country teams to the capacity building strategy (at first, and then execution) for lobby and advocacy;
- provide tools for monitoring and reporting, and train users in using them.
- lead the construction of the overall Watershed PMEL framework
- assist the country team to translate the PMEL framework into a country specific ones;
Many organisations do not have capacity for data management and therefor lack support of hard facts for there lobby & advocacy efforts. In many cases governmental decisions are not based on data-driven processes.

Akvo supports the country team with Programme Monitoring & Evaluation (PME) support and shares its expertise in data collection and open data management to help lobby and advocacy efforts. Furthermore Akvo takes the lead in developing a PME & Learning framework to monitor and evaluate the country program results.
Akvo has over five years’ experience in strengthening the capacity of a wide variety of local or regional (non-)government organisations working on advocacy related to themes including water, sanitation, ICT, health, economic development, food security and education. The organisations all work on programmes designed to tackle chronic poverty and follow principles established by the Dutch Ministry of Foreign Affairs - so encouraging local accountability, co-financing and community financing and collaboration between local and regional partners.
Akvo strengthens partner’s capacities in using Really Simple online Reporting (RSR), Akvo FLOW data collection and monitoring, Akvo Open Aid and Akvopedia knowledge sharing platform. Akvo’s network consists of almost 2000 users that share the information of over 1900 projects with over 5500 project progress updates in an online database. The impact of their activities can be followed over time through narrative updates from partners in low and lower middle-income countries.
Akvo will work within Watershed to:
- transfer relevant lobby & advocacy experience to the country teams
- bring the country teams relevant (governmental) contacts and potential financing entrances as well as potential CSO partners;
- contribute in the country teams to the capacity building strategy (at first, and then execution) for lobby and advocacy;
- provide tools for monitoring and reporting, and train users in using them.
- lead the construction of the overall Watershed PMEL framework
- assist the country team to translate the PMEL framework into a country specific ones;

Measuring the salinity of ground water in North Holland
Together with Acacia Water and Hoogheemraadschap Hollands Noorderkwartier Akvo is piloting Akvo Caddisfly: a low-cost water quality testing kit. Within the pilot farmers will measure water salinity with the help of EC-meters that can be connected to the smart phone. The results are send to the Akvo FLOW database, where the datapoints are stored and shared with anyone who is interested. The collected information on water can also be viewed on various corresponding websites, like texelmeet.nl.
Akvo and Acacia Water see joint opportunities for bringing together their expertise and field experience to transform the way ground water measurements, monitoring and analysis is being done, which will result in a more efficient way of integrate water resource management. In the near future they are looking to collaborate on the refinement of existing sensors and the development of new sensors for water (quality) measurements. Furthermore Akvo and Acacia Water are looking for ways to merge their knowledge on data visualization and analysis in order to develop ready to use dashboards for the processing of data.
Farmers will be trained in the use of data collection with Akvo Caddisfly and Akvo FLOW. After the training farmers will choose about 10 points on their land where they will measure water salinity. They will update the water points once every two weeks with new measurements. All data will be shown publicly on the acacia Akvo FLOW instance and on custom made websites,

Akvo Flow Introduction - Smartphone data collection tool
BTC currently in Mali plans to start collecting data on the ground in the month of October, and wanted to do this with the Akvo FLOW application. There is a need for support to assist the person in charge to make the preparations of this collection (creating folders and survey sheets in the dashboard, device configuration and installation of the Akvo FLOW Application on devices and sending files surveys to telephones).
After collecting BTC wishes to make a simple training for 4 people to properly introduce the use of the tool to the project in particular, and to show the opportunities to use for other BTC programs in general.
The main objective of using Akvo FLOW for the baseline study of FDOV program is to have an efficient and reliable data collection tool.

Introduction of Akvo FLOW - ICCO Tool for data collection with smartphone
Since Akvo is based in Mali (Bamako) the relationship between ICCO West Africa and Akvo West Africa has intensified and there have been several exchanges.
ICCO is currently working on implementing a FDOV program, which is executed in Mali and Burkina Faso with a total of 35,000 beneficiaries. A baseline study will be done in October on several subjects including Food security and nutrition score (HFIAS) and Increasing employment and creation of work.

The baseline study will be done with a sample of 300-500 forms to be completed by 10 enumerators. These enumerators use the Akvo FLOW application to make this data collection and will be formed by Akvo team.
Apart from FDOV program, ICCO expects to use the FLOW Akvo data collection tool for several programs (among others Mastercard, PGLR, etc.).
The main objective of using Akvo FLOW for the baseline study of FDOV program is to have an efficient and reliable data collection tool.

Akvo assistance to the national inventory of water points in Mali
The Mali government, SNV and Akvo are jointly working on a national inventory of water points in Mali. During the preparation and training phase, government supervisors and enumerators at national and regional level will be trained to implement the data collection phase to collect approximately 40,000 data points. The second phase focuses on institutionalisation of the monitoring process.
63.6% of the population of Mali has access to improved drinking water, which means more than a third of the population has no access to drinking water, posing significant problems to public health. Since 1960, many projects and programmes have contributed to the improvement of water access by construction of modern water points.
In order to have better insight into the situation, the SIGMA database (Système Informatique de Gestion des Ressources en Eau du Mali) was created in 1985 to structure and archive data on modern water points. The mechanism to keep SIGMA up to date was transferred to the regional branches of the Direction Nationale de l'Hydraulique (DNH), the Directions Regionales de l'Hydraulique (DRH) in the eight regions and the District of Bamako. However this database is no longer up to date.
This programme entails the up-scaling of the use of a monitoring tool for modern water points in Mali. Akvo FLOW will be used to register all water points in Mali to the water point inventory and to monitor their functionality and other technical characteristics. The water quality testing tool Akvo Caddisfly will be piloted in a limited number of villages, and Akvo RSR will be piloted and used by the DNH and DRH to report on the programme.
The plan for the inventory of water points consist of the following components:
1) Install the data collection tool and integrate all surveys of the DNH
2) Preparation phase
3) Training and assistance to use the tools
4) Data collection in the field
5) Pilot project on water quality testing
6) Development of the National Online Water Atlas of Mali
The second phase of the programme will put more focus on the institutionalisation process of continuous monitoring.
The SIGMA database was developed in 1985 and today contains about 36,000 water points. About 24% of the data are missing or incorrect, and the most recent updates were made between 2011 and 2014.
To ensure sustainability of the continuous monitoring process, the entire programme focuses on the government's engagement with the Akvo tools at national, regional, cercle and municipal level. Training sessions will be based on the train-the-trainer approach.
During the implementation of the programme, particular attention will be paid to the institutionalisation of the monitoring process.
Last but not least: focus during the programme will be on putting in place a sound data feedback loop, to ensure that data and results (visualisations) will be brought back to the local level in a useful format for local decision-makers. Good use of data at local level is the only way to encourage those responsible at the local level to continue to collect data in the long run.
- Install the data collection and monitoring tool for DNH
- Deliver the water quality testing tool for a pilot project
- Contribute to strategic meetings and workshops to advise (technically and institutionally) the DNH
- Build the DNH's and DRHs' capacity to manage the tools and train supervisors and enumerators
- Build the DNH's capacity to clean data and transfer it to the SIGMA database and to analyse, report and visualise data
- Put in place an Online Water Atlas to share data and results
The target group is the staff of the DNH at the national level (the team responsible for the SIGMA database), the nine DRHs at the regional level (directors and monitoring and evaluation staff), supervisors at 'cercle' level (the level between the region and municipality) and employees of municipalities. During the programme these teams will learn to work autonomously with the Akvo FLOW monitoring tool which will help them to collect data to update the national database.

Reporting child rights projects via IATI with Akvo RSR
Akvo and Plan Finland are working together to use Akvo RSR to store the Plan Finland project portfolio, visualise this on the Plan Finland website, and publish the portfolio to the IATI registry.
Plan is an international development organisation promoting children’s rights. Plan International was founded in 1937. The organization has been operating in Finland since 1998. Plan Finland is the largest child sponsorship organisation in Finland and has no religious or political affiliations. Tens of thousands of Finns support our work and share our mission to remove poverty and fulfill children's rights across the globe. Our vision is a world where human rights are respected and children realise their full potential as members of society.
Akvo is helping Plan Finland to implement Akvo RSR (Really Simple Reporting) as a way of bringing its projects online and sharing progress with everyone involved and interested. Each project that Plan Finland publishes with RSR gets its own project page with information and updates about the project. At the same time RSR will help Plan Finland to report according to the standards of the International Aid Transparency Initiative (IATI). This is an open standard for the publication of aid information that helps to make development aid more transparent.
In 2016 Plan Finland also aims to take the next step towards full online reporting of results by using Akvo RSR. A logical framework will be created and used to report on results, indicators, targets and actual values. This data can be exported in a template report.
There are around 20 projects that will be published in RSR, starting at the end of February 2015.

Akvo is a not-for-profit, but also not-for loss, organisation. To this end, Akvo’s business model is based primarily on running software as a service for its partners.
Rather than build and support its tools with one-time grants, Akvo charges a fee to partners to run them as a service on their behalf. This ensures Akvo is financially self-sustaining and accountable to those receiving the service, which means partners can be confident that Akvo tools will be there for the long-term. In most cases, larger donor organisations pay for Akvo tools, training and support, with local field organisations getting the tools in their hands “for free”. Service revenues are also used for the development of products so they can be constantly maintained, updated and improved. This model allows Akvo to develop tools that will remain in tune with its partners’ requirements.
Product sustainability
To ensure the sustainability and usability of its products, Akvo works closely with partners to develop a roadmap of new features. This ensures its tools remain relevant and meet the evolving demands.
Technical sustainability
Akvo’s products are developed by its own team of software developers, and released under an AGPL open source software license. Akvo is committed to making its products easier to use and easier to deploy, at scale. Akvo’s development team ensures the products are well tested, well functioning and up-to-date. Akvo works with the wider open source technology and open data communities to make data shared using Akvo tools available for use to local and global stakeholders involved in international development and poverty reduction. It also encourages interoperability with other tools and platforms.
Training
By providing training, Akvo ensures its partners learn how to manage the tools internally so their teams become quickly self-sufficient. This also helps Akvo learn from real-world use, and feed that back into the design and development process. Akvo supplements training workshops with training materials, which partner teams can consult if they have questions. It also provides interactive help and support platforms where questions, comments and suggestions can be shared with the Akvo team.
Plan Finland will use Akvo RSR to publish its project portfolio online and to the IATI registry. And to keep track of their project progress, by using the results framework and automated reports.

HELVETAS Swiss Intercooperation
Supporting Helvetas' Water and Infrastructure Team in four countries
Akvo FLOW is being used to monitor the work of HELVETAS' Water and Infrastructure Team, starting in four countries; Mozambique, Mali, Benin and Nepal. Later this may be scaled up to incorporate other countries and other departments within HELVETAS.
The Water and Infrastructure team provides advisory services to HELVETAS' programmes and external clients. The team contributes to improving access to safe drinking water and basic sanitation by strengthening the capacity of key sector players in HELVETAS' partner countries (local communities, civil society, private sector, local and national government). They do this by establishing effective coordination and communication mechanisms between them and by shaping appropriate framework conditions (national policies, norms and standards, financial mechanisms, etc.).
Akvo FLOW is being used to monitor the work of HELVETAS' Water and Infrastructure team, starting in four countries: Mozambique, Mali, Benin & Nepal.

Testing a pay-as-you-go energy service in Rwanda using Akvo Flow and RSR
WakaWaka will use Akvo Flow and RSR in Rwanda to monitor the use of WakaWaka solar lights in a new pay-as-you-go energy service.
WakaWaka is starting a new project called Virtual Grid. Virtual Grid is a pilot to test a pay-as-you-go energy service. The pilot will involve 9,000 households in Rwanda. In order to do an impact evaluation of this pilot, baseline and follow-up studies will be conducted. Akvo Flow will be used to conduct the baseline study. Akvo RSR will be used to provide updates from the field.

It also encourages interoperability with other tools and platforms.

By providing training, Akvo ensures its partners learn how to manage the tools internally so their teams become quickly self-sufficient. This also helps Akvo learn from real-world use, and feed that back into the design and development process. Akvo supplements training workshops with training materials, which partner teams can consult if they have questions. It also provides interactive help and support platforms where questions, comments and suggestions can be shared with the Akvo team.
The aim of this project is to support and train WakaWaka to use Akvo Flow and RSR to monitor the WakaWaka Virtual Grid programme in Rwanda.

Implementation of FLOW over 500 schools in Nepal.
Splash and Akvo are working together to scale up the use of mobile-based monitoring for water, sanitation and hygiene (WASH) and Education services in Nepal using Akvo FLOW. The long-term goal is to implement this in both Nepal and India. Akvo is providing the FLOW system, as well as training and support to Splash staff and local survey enumerators.
The first phase of the programme covers 500 schools in Nepal. To be able to implement this, a system is needed to track the WASH and Education services at school level. During Stockholm Water Week in September 2014, Akvo demonstrated the WASH in Schools platform we have designed to map WASH and education services (and conformity to indicators set out by the Right to Education Project) in India. This platform can be used (in this phase) “as is” – to show the results of the evaluation of the 500 schools to the Nepalese government.
Splash will provide Akvo with a clear, short list of surveys questions and indicators that need to be tracked. Akvo will work with Splash on setting up the questionnaire.
The system needs to be able to monitor changes over time. This needs to be easy and cost efficient.
Splash will use the current tool (Akvo FLOW) and Akvo will make sure it’s fine-tuned to do everything that Splash needs it to. In the initial phase of the project, the results will be mapped and displayed using the basic WASH and Education tool Akvo developed as a demo (for India).
Akvo's contribution will continue throughout the duration of the programme in the form of input into survey design and the provision of its mobile data collection tool to carry out school surveys.
During this initial project phase, Akvo and Splash will deploy the basic prototype that will allow the data that is gathered at the 500 schools to be displayed. Once it is clear how schools are performing in relation to these services, programmes to improve performance can be designed.

Integrating the NDLink portfolio with Akvo RSR
Bringing greater transparency to PIND Foundation's NDLink portfolio by integrating Akvo RSR with NDLink.org.
PIND Foundation aims to use the power of the internet to bring together people concerned with sustainable development through NDLink - an information and communications platform. The goal of the online platform is to promote collaboration across the region, helping to coordinate the efforts of many to achieve the same goal: the sustainable development of the Niger Delta region.
Akvo is assisting PIND Foundation in bringing a large number of projects online using Akvo RSR. PIND Foundation plans to use RSR to store and publish online around 1,000 projects on the NDLink platform.
This involves collecting detailed project information in the Akvo RSR format and adding it to the RSR database. This is then viewable on the NDLink platform, using the Akvo RSR Read API.
The first batch of projects was published online in late October 2014.
The project is divided into two phases:
• Phase 1: from 1 July 2014 – 31 December 2014
• Phase 2: from 1 January 2015 – 31 December 2015
PIND is in the process of collecting and publishing project information. The first projects are now online.

Wandelen voor Water (Walking for Water)
Fundraising and generating awareness with Akvo RSR
Walking for Water is an awareness and fundraising initiative. School children aged 10-15 are sponsored by friends and family to walk six kilometres while carrying six litres of water in a backpack.
Walking for Water was pioneered in the Netherlands by Aqua for All, and has grown in popularity every year since it started in 2003. This annual event is organised around World Water Day (22 March). Participating schools can choose a project featured on Akvo RSR to fund with the money raised, and see the project unfold online. There is a national event in the Netherlands in which Dutch school kids can participate and an international campaign, which is open for international schools to join.
A long-term strategic partner of Akvo, Aqua for All’s aim is to sustainably increase the number of people with access to clean water and adequate sanitation. It does this by acting as a connector, facilitator and programme developer for projects regarding safe drinking water and sanitation. Like Akvo, Aqua for All doesn’t implement projects, but empowers others to do so. It’s brought over 160 projects online with Akvo RSR and is helping us deploy Akvo FLOW in other consortia programmes
Walking for Water is an awareness and fundraising initiative which takes place every year around World Water Day (22 March). With two important results: kids learn about global water issues and raise funds to help solve them. Lectures by teachers and external guest on the importance of clean drinking water and proper sanitation ensure the educational nature of the event.
Over 120 projects have been fully funded via the Walking for Water campaign. Most projects were updated with new photos and videos regularly, so everyone can track the activities carried out within the projects. The Walking for Water website is fed with project updates, blogs, photos, and news items.
Currently, new projects for the 2015 campaign are being selected.

Using Akvo Flow to monitor education projects in Ethiopia, Ghana, Malawi and India
The objective is to have a real-time monitoring system in place that supports work on several country programmes and contributes to learning in the education sector. Edukans decided to use Akvo Flow as a mobile data collection tool to collect indicators related to the STAR-school model. Data will later also be collected across other Edukans programmes.
Millions of children worldwide still do not attend school. Edukans argues that education is key for development and supports schools in several developing countries, including India, Ethiopia, Ghana, Malawi, Kenya, Uganda, Zambia, Bolivia, Peru and the Netherlands.
Edukans decided to report on output and income indicators in its programmes from 2015 onwards, to create a bottom-up, systemic and transparent online Project Monitoring and Evaluation (PME) system. Monitoring will focus on both the results and effects that are achieved by interventions of partners of Edukans, to improve the quality of education. The objective of monitoring is to get insight into factors that influence the education sector and learn what works and what does not.
Akvo Flow is being introduced as a mobile data collection tool, and to contribute to improved engagement and ownership amongst local education users. Akvo Flow is an open source tool that can be used for high scale data collection and enables the analysis and visualisation of data to make it more accessible for all.
Akvo supports Edukans with the creation of a dashboard to manage surveys and conducts train-the-trainer sessions in the Netherlands and Ethiopia to enable Edukans to train their staff and partners in the use of the tool and steer their own process.
Edukans will monitor programmes including BEQUIP, World Teacher, SRHR (comprehensive sexual health education) and L4W (Learn4Work) and develops a STAR-school model to learn more on the quality of education. Ethiopia, Ghana and Malawi are the priority countries during the introduction phase of mobile monitoring.
In June 2014, Akvo trained a group of ten staff at Edukans in the Netherlands, to carry out training for dashboard managers and enumerators in their field offices and for partners in the countries where Edukans is active. Akvo provided support during the first training in July in Ethiopia.
Further support will be given in due course to ensure good introduction and implementation around the use of Akvo Flow in Ghana and Malawi in 2014 and additional countries in 2015 (India, Kenya, Uganda, Zambia, Bolivia, Peru).

Mobile data collection and monitoring with Akvo Flow
The Netherlands Red Cross is using Akvo Flow to monitor a programme aimed at reducing child mortality across various countries in Africa and Asia.
The Red Cross uses mobile data collection tooIs to monitor its programmes. Akvo Flow will be used to monitor a programme whose goal is to reduce child mortality due to diarrhea and other related diseases in some of the following nine countries: Malawi, Zambia, Haiti, Uganda, Ethiopia, Ivory Coast, Sudan, Philippines and Benin. In which countries Akvo Flow will be used will be decided later.
1. Set up Akvo Flow instance (May 2014): an Akvo Flow dashboard will be set up for Red Cross NL.
2. Running and updates of Flow instance (May 2014 – May 2017): Hosting, data storage, updates, new features.
3. Training on how to run a FLOW training course and assistance in the development of Red Cross Netherlands specific training materials (May 2014 – June 2014): Train Red Cross Netherlands staff (max. five people) on how to give an Akvo FLOW training course, supported by the development of training materials.
4. During the second phase of the contract (May 2015 - May 2017), Red Cross NL is upscaling the use of Akvo FLOW to 200 phones and 20.000 data points.

In the first phase the goal of this project is to set up an Akvo Flow instance for the Netherlands Red Cross and conduct a two day training course in which two members of the Red Cross Netherlands Monitoring and Evaluation (M&E) staff receive a 'Train the Trainers' course which equips them to manage their Akvo Flow dashboard and give dashboard and enumerator training.
The second phase is about upscaling the use of Akvo Flow. Now Red Cross NL will be able to use 20.000 data points per year.

AMREF 'Staying Alive!'
Helping reduce maternal mortality rates with Akvo FLOW
The ‘Staying Alive!' programme aims to reduce maternal mortality, and to significantly reduce the maternal morbidity of the 590,000 women of reproductive age in Kenya, Malawi and Uganda.
The high mortality rates among mothers in Kenya, Uganda and Malawi are mainly caused by complications during childbirth, such as bleeding, hypertension and infection. But teenage pregnancies and unsafe abortions also play a role.
Most of these causes can be prevented by improving the quality of health care for mothers in the clinics and in the communities themselves. It is important that complications are quickly identified and treated, and that health professionals have the right skills, resources and capabilities to prevent them. These can include excessive bleeding, hypertension and other related diseases. Of course, it also helps if young women have more knowledge about family planning, unsafe abortion, fistula and have good access to health care.
Within the Staying Alive! programme, AMREF will be partnering with Akvo to harness the power of mobile communication technologies to develop innovative, affordable and effective mobile phone based tools for the initiative, to provide solutions that are both optimal for local AMREF partners working in the field and for funders.
Since the first Akvo FLOW training in Malawi in December 2013, 1,103 mobile data points have been collected using FLOW. These data points have been collected in all three project countries: Kenya, Malawi and Uganda.

Bringing transparency to culture and development projects with Akvo RSR
Working with our strategic partner CommonSites, Akvo supports the International Cultural Policy Unit (ICE) of the Dutch Ministry of Foreign Affairs by helping increase the communication and transparency of the culture and development project portfolio.
The aim is to increase the communication, transparency, accountability and collaboration between different partners surrounding the culture and development projects funded by the Dutch Ministry of Foreign Affairs by making the projects visible online with Akvo RSR (Really Simple Reporting).
Through an attractive, well-designed and lively portfolio of projects, Akvo RSR will provide the embassies with an effective and simple tool that instantly communicates about the progress and added value of its culture and development projects. Akvo RSR provides a tool that connects all project partners (The Ministry of Foreign Affairs, local embassies, NGO’s, local partners and knowledge institutes), and enables local field partners to constantly provide project updates and report progress to all involved.
Following training in 2014, five projects are showcased online via the ICE project page, three of which are based in Kenya and two in Surinam. Around ten more projects will be visible online in the coming months. An additional Akvo RSR training will be organised in a focus country, likely in Q4 of 2014.

Helping Young Experts share their work with Akvo RSR
Akvo supports the YEP Water Program with training and Akvo tools to help the Young Experts showcase their work online.
YEP (Young Expert Programme) Water is carried out jointly by a Public Private Partnership (PPP) between two Dutch Ministry of Foreign Affairs departments – the Environment, Water, Climate and Energy Department (DME) and Personnel and Organisation Department (HDPO) – and the Netherlands Water Partnership (NWP).
The programme was created to help ensure the number of professionals in the water sector with international experience can keep up with the growing demand for support and expertise in the sector. Young Experts in the programme are deployed to help Dutch organisations involved in the policy for and implementation of development cooperation activities outside the Netherlands. This deployment relates to one or more of the following three themes:
- efficient water management, in particular in the agricultural sector
- improved river basin management and safe estuaries
- access to safe drinking water and sanitation
The programme offers scope for the deployment of about 25 Dutch and 25 local Young Experts a year and aspires to achieve an equal deployment of men and women. The Young Experts participate in a special training and coaching programme and receive intensive and external coaching during the period of their secondment.
Through ongoing work with NoCliches, Akvo organises two day training sessions to help generate online visibility and transparency of the Young Experts and their activities. We also help all Young Experts bring their projects online and create regular project updates.
Akvo supports the YEP Water Programme Office in bringing all YEP Water projects online via Akvo RSR. Currently, more than 50 YEP projects are showcased online. All Young Experts update their projects regularly to share their work.
Akvo also organises a YEP online training for all Young Experts, in collaboration with NoCliches. The focus of this two day training is to learn about and adapt digital ways of working with colleagues all over the world and to increase the transparency and accountability of the YEP programme.

The objective of YEP Water is to provide assurances for the continued availability of international professionalism and expertise in the water sector. The programme offers Dutch young professionals an opportunity to acquire professional experience abroad and young local professionals an opportunity to take their first steps in an international work environment via Dutch organisations. In adopting this approach, YEP Water makes a contribution to a dynamic international water network and makes this network open to a new generation of water experts.

Vitens Evides International (VEI)
Increasing transparency and accountability with Akvo RSR
Increase transparency and accountability of VEI projects by bringing them online via Akvo RSR.
As stated on their website, Vitens Evides International (VEI) deploys its Dutch experts to assist local water companies in developing countries. Through tailor-made partnerships, VEI works on the development of the water company to ensure sustainable growth. In this way, the company will be better able to supply its customers with clean drinking water and extend the pipe network to parts of the country where running tap water is not yet available.
Each VEI project gets its own webpage, on which the updates (text, photo or video) of the project can be placed through a web interface or android mobile app. The updates function as a blog, reporting on the progress of the project.
In addition to the updates, the project page contains other information on the project, such as background, planning information, and a gallery with photos and videos.
Donors and fundraisers can follow project progress online and can showcase project developments automatically on their own websites using Akvo Pages.
Currently, 57 VEI projects in 13 countries are showcased online in Akvo RSR. These projects are regularly updated by field staff.

BTC Burundi
Baseline studies and impact assessments
The Burundi national government and Belgian development agency BTC are using Akvo FLOW for baseline studies and impact assessment of their joint programme to strengthen sector strategies in the areas of health care, education and agriculture.
Since 1962 Burundi has been a partner country of Belgium. Public institutions of Burundi have suffered much from the 15 years of crisis that the country has gone through; cessation of investments, suspension of cooperation programmes, dissipation of human resources, and deterioration of infrastructure. In Burundi the work of the Belgian development agency concentrates on three priority sectors; health care, education and agriculture. In this work Belgium works together with the Government of Burundi to strengthen the sector strategies defined by the Burundi government.
Akvo FLOW is being used for impact assessment and baseline studies of the BTC programmes in Burundi.

WSP India
Mobile-to-Web Monitoring System to Track Rural Sanitation & Water Outcomes
WSP supports different tiers of the Government of India in implementing Nirmal Bharat Abhiyan, a national program to increase access to rural sanitation.
WSP will be using Akvo FLOW for mapping sanitation outcomes and status in 604 districts of India. Data will be collected through multiple state and national level surveys, with samples ranging from 10,000 to over 200,000 records.
The Water and Sanitation Program (WSP) is a multi-donor partnership administered by the World Bank to support poor people in obtaining affordable, safe, and sustainable access to water and sanitation services. WSP provides technical assistance, facilitates knowledge exchange, and promotes evidence-based advancements in sector dialogue
WSP is supports the National, State and District Governments in implementing the National Rural Drinking Water Program (NRDWP) and the Nirmal Bharat Abhiyan (NBA), national flagship programs of the Govt. of India. The Government of India monitors the implementation of the sanitation and water programs through its online monitoring systems which tracks the inputs, outputs and the outcomes achieved; with the district entering data of its achievement directly onto the online system. The purpose of this project is to develop a mobile to web based system to track rural sanitation and water outcomes. This will involve using Akvo FLOW to receive data from multiple state and national level surveys, with samples ranging from 10,000 to over 200,000 records, undertake basic analysis of data and generate comparative outputs in the form of user-defined graph, table and color coded maps.

Using Akvo tools to support a comprehensive five-year WASH programm
Support knowledge sharing, fundraising, and project reporting/visualisation platform for WASH Alliance International projects using Akvo tools.
Worldwide, over 780 million people still use unsafe drinking water sources and 2.5 billion people (40% of the global population) lack improved sanitation facilities. Contaminated drinking water, poor sanitation and poor hygiene are an urgent and growing health problem. It is the leading cause of diarrhea, which annually kills 1.5 million children. In addition, water is essential for increasing food security and for other development goals, such as education and gender.
In the vision of the WASH Alliance International, all people are able to assert and realise their right to sustainable access to safe drinking water in sufficient quantities, adequate sanitation and hygienic living conditions in order to improve their health, nutritional status and economic living standard. The DWA empowers people by building and strengthening an enabling environment for sustainable WASH solutions for marginalised people.
WASH Alliance International works towards a society in which everybody makes hygienic use of sustainable water and sanitation. In the alliance, comprised of Simavi, Akvo, AMREF, ICCO, RAIN and WASTE, we intensify our already ongoing cooperation and coordination in developing countries in order to further increase the effectiveness of our programmes and to learn from each other.
As a network organisation, the alliance collaborates with a large number of other institutions in Bangladesh, Nepal, Benin, Ethiopia, Ghana, Kenya, Mali and Uganda, the Netherlands and internationally in order to implement a comprehensive and integrated five-year WASH programme.
Akvo's proposed role in the WASH Alliance International is to be the knowledge sharing, fundraising, and project reporting/visualisation platform for the projects carried out by the consortium. The proposed activities of Akvo in this consortium are focused on using the system in an optimal way.
At the moment, 77 WASH Alliance International projects are visualised online. Most projects are updated with new photos and videos regularly. The website is fed with new information, like news items, blogs from different countries, information and downloads about the FIETS (financial, institutional, environmental, technical and social) approach to sustainability, links to newsletters and videos. Akvo FLOW is used for the collection of data at the end of every year to measure progress and aid effectiveness.

The specific objectives of Akvo participating in the WASH Alliance International are:
• Creating a common platform for WASH Alliance International partners for reporting and evaluation, and visualisation of project results.
• Improving awareness of the existance, potential, and use of new internet-based project reporting and visualisation tools among project partners in the South and helping build the skills to use the tools.
• Expanding the Akvo platform with features that have been requested by partners in the North and South, such as social media integration and translation tools.
• Create and maintain a website for the WASH Alliance International.
• Data collection with Akvo FLOW for project monitoring and evaluation
The WASH Alliance International strives for full coverage in WASH services in their intervention areas. This means that extra attention is paid to social inclusiveness, to make sure that even groups that are usually hard to reach will gain access to WASH services

Coordination of a web-based knowledge sharing, management and documentation
SNV Kenya plans to organise and launch a virtual (web-based) knowledge management and documentation of its programs and projects in Water Sanitation and Hygiene (WASH), Renewable Energy (RE) and Agriculture Value Chains (Agric), through Akvo's tool RSR (Really Simple Reporting).
Promoting the culture of knowledge sharing, codification and application across SNV programs and projects requires a number of different strategies and approaches, both traditional and innovative. SNV Kenya is working to launch new ways of promoting quick and interactive access to replicable knowledge. Building on its work towards building Communities of Practice, SNV Kenya is exploring the potential of knowledge management and exhibits to give a new impetus to knowledge codification that is inclusive even of tacit knowledge and experiences. SNV Kenya plan to expand its activities to capture knowldge that is not limited to thematic / sector as well as to capture knowledge and good practices of its partners and Local Capacity Builders (LCBs).
The overall objectives of the web-based knowldge maagement and documenation project is to identify, upload and showcase prgrams and project experiences of SNV Kenya. In addition, relevant SNV staff will receive a training in how to use Akvo's RSR.
In March 2014, an one-day RSR training workshop was provided to key SNV Kenya staff.

Showcasing Cordaid project portfolio online with Akvo RSR
Bringing greater transparency to Cordaid's project portfolio by integrating Akvo RSR with cordaid.org.
In 2012, in order to better position itself in the increasingly competitive international development-funding environment, Cordaid started a large reorganisation aimed at communicating openly about the work they do. As part of the reorganisation, twelve business units were set up, each focusing on a specific development topic. The need for new positioning also lead to the need for a new communication strategy. The communication objectives are to create more visibility and awareness, and to improve the corporate image and trust with the public, funders and partners.
As part of this new strategy Cordaid has re-developed its corporate website, which was launched in January 2013. The new website has project reporting functionality with the integration of public project reporting tool Akvo RSR (Really Simple Reporting) and now meets the IATI standard.
In 2013, the Cordaid project management system (PMS) was extended by an application to enable integration with Akvo RSR. In order to integrate Akvo RSR with cordaid.org, an API (application programming interface) was developed by Akvo. This API can be used to publish information from the RSR database on the new Cordaid website.
Akvo’s system is able to receive project data files that are made available by Cordaid every quarter – these are automatically inserted into RSR. That data is pulled from RSR and displayed on the Cordaid website.
This integration is finalised, which means that all Cordaid projects are visualised onto cordaid.org, while Cordaid staff can continue using the existing project management system.
A functional process is in place to synchronise the Cordaid project management system with the Akvo RSR database, which enables Cordaid's total project portfolio to be visualised on the Cordaid website.
Status as of July 2014:
- There are 897 projects visible on Cordaid.org.
- Cordaid staff in the Netherlands, Ethiopia, Kenya, Uganda, Congo, Haiti, El Salvador and Guatemala have been trained to use Akvo RSR for project reporting.
- Regular project updates are posted by Cordaid staff worldwide.
This synchronisation of databases is mostly automated and requires only basic maintenance and support. Relevant staff within Cordaid are trained in the use of the RSR back-end, and can manage the data without much support from Akvo.
Cordaid implements nearly 1,000 development projects around the world. To open up about the work that is being done, Akvo RSR is implemented as an online project database and reporting tool for staff and partners. Cordaid's total project portfolio is visualised on cordaid.org, while staff continue to use the existing project management system.
With the use of RSR, project data now meets IATI standards, and its integration and visualisation into the website has created both a linking and learning tool between implementers, and an accountability tool towards the public and other stakeholders.

Engaging schools via the power of football
Use Akvo FLOW and RSR to monitor and showcase the work of Football for Water in Ghana, Kenya and Mozambique.
Football for Water is a unique cooperation between the Water, Sanitation and Hygiene (WASH) sector and the world of football to tackle the challenge of lack of water and sanitation facilities oi primary schools in Ghana, Kenya and Mozambique.
The programme is based on the idea that combining expertise in water with the power of football to teach children about health and hygiene will lead to improved living conditions of the families. Ultimately this will stimulate sustainable economic development in areas where the kids live.
Together with Aqua for All, Akvo is involved in the programme monitoring and evaluation part of the Football for Water programme. Akvo RSR is used to showcase the projects and share real time project updates, uploaded via smartphone or web. Every year, baseline and end surveys are done in the three programme countries, to monitor the progress of WASH and football in schools. These surveys are executed using Akvo FLOW.
Currently, 17 projects are showcased online, eight of which are in Ghana; nine in Kenya; and two in Mozambique. Akvo FLOW is being used to gather data about the progress of the programme. So far, 835 data points have been collected using Android based smartphones.

It is the ultimate goal of this four-year programme to work with more than 1,000 primary schools in Mozambique, Kenya and Ghana to improve the living conditions of over 700,000 children. We will achieve this through the following:
- Our local partners help schools to lay water pipes, install drinking water points and build toilet facilities
- Our coaches train boys and girls in life skills for a healthy living through football training
- We create links between the schools, the kids and their families and local companies to make sure the entire community will benefit from our programme

Aqua for All
A strategic partnership to increase transparency using Akvo tools
Use Akvo RSR and Akvo Pages to increase transparency by publishing all the project details including funds, deliverables, and updates, on a freely accessible website.
The purpose of Aqua for All is to sustainably increase the number of people with access to safe drinking water and adequate sanitation services. Aqua for All does so by acting as a partnership broker - connecting public and private organisations from the Dutch water sector, mobilising resources, expertise and funding development aid projects focused on water and sanitation.
Each Aqua for All project gets its own webpage, on which project updates (text, photo or video) can be placed through a web interface or Android mobile app. The updates function as a blog, reporting on the progress of the project.
In addition to updates, the project page contains other information on the project, such as background, planning information, and a gallery with photos and videos.
Donors and fundraisers can follow project progress online and can showcase project developments automatically on their own websites using Akvo Pages.
Currently over 170 projects have been published online via Akvo RSR, showcasing the work of Aqua for All and its partners.

Akvo works with the wider open source technology and open data communities to make data shared using Akvo tools available for use to local and global stakeholders involved in international development and poverty reduction. It also encourages interoperability with other tools and platforms.
Training
By providing training, Akvo ensures its partners learn how to manage the tools internally so their teams become quickly self-sufficient. This also helps Akvo learn from real-world use, and feed that back into the design and development process. Akvo supplements training workshops with training materials, which partner teams can consult if they have questions. It also provides interactive help and support platforms where questions, comments and suggestions can be shared with the Akvo team.
Using Akvo RSR to increase transparency by publishing all the project details including funds, deliverables, and updates, on a freely accessible website.
